The ODG team designed a 3,500 square foot resilient Civic Pavilion for refuge during natural disasters in Sri Lanka, such as tropical storms, hurricanes, and tsunamis. The ground level during non-storm events could be used as a market place. Reinforced concrete piers elevate the refuge level of the pavillion, which could be enclosed with shutters. The piers allow water to pass below and through the structure while maintaining integrity to the upper levels. The building design was inspired by existing structures that had withstood the 2004 tsunami. Architectural work for this project was completed in 2005. This Project was presented to the Sri Lanka Institute of Architects as part of a larger team report.
